About Us
The Hub is being developed as a research, convening, and network-building platform focused on AI governance, ethics, and public policy, with a particular emphasis on Asia and the wider Global South. Its aim is to position HKU as a serious contributor to global conversations on AI governance — not only through technical or regulatory analysis, but also through sustained engagement with the humanistic, ethical, institutional, cultural, and geopolitical questions raised by the advent of AI.
MISSION
To build capacity and strategic wherewithal on AI governance within industry, thought, and policy leaders in the Global Majority, with particular focus on the regions of South Asia, Southeast Asia, and West and Central Asia, through targeted training, policy advising, and collaborative research.
To develop and provide practical, policy-driven recommendations that position Hong Kong as an emerging AI governance hub in Asia, leveraging its unique geopolitical and institutional standing.
To enhance dialogue and knowledge exchange amongst leading global AI actors, researchers, and policymakers on issues centralised around Sino-US AI international coordination.
To disseminate knowledge and educate the broader public about the complexities, risks, and opportunities associated with global AI governance, ensuring a broad-based understanding and engagement.
VISION
To advance principles of comprehensive and responsible AI governance — incorporating ethical standards, human-centric values, and transnational cooperation — that can serve both state and non-state actors in shaping a resilient international AI governance landscape.
To empower the Global Majority by fostering inclusive, equitable, and accessible AI governance frameworks that extend beyond strictly Western-centric or Sino-centric paradigms.
To cultivate a more communicative and constructive dialogue between China, the US, and other major actors in the global AI landscape, emphasising multilateral cooperation over competition.
To position Hong Kong as a relevant platform for vigorous and rigorous discussions over global AI governance.
