The Hub is being developed as a research, convening, and network-building platform focused on Al governance, ethics, and public policy, with a particular emphasis on Asia and the wider Global South. Its aim is to position HKU as a serious contributor to global conversations on Al governance — not only through technical or regulatory analysis, but also through sustained engagement with the humanistic, ethical, institutional, cultural, and geopolitical questions raised by the advent of Al.
MISSION
To build capacity and strategic wherewithal on AI governance within industry, thought, and policy leaders in the Global Majority, with particular focus on the regions of South Asia, Southeast Asia, and West and Central Asia, through targeted training, policy advising, and collaborative research.
To develop and provide practical, policy-driven recommendations that position Hong Kong as an emerging AI governance hub in Asia, leveraging its unique geopolitical and institutional standing.
To enhance dialogue and knowledge exchange amongst leading global AI actors, researchers, and policymakers on issues centralised around Sino-US AI international coordination.
To disseminate knowledge and educate the broader public about the complexities, risks, and opportunities associated with global AI governance, ensuring a broad-based understanding and engagement.

Victoria Harbour Roundtable on Global AI Cooperation
The Victoria Harbour Roundtable on Global AI Cooperation, a closed-door Track 1.5 dialogue, was held on 12 April at the Fullerton Ocean Park Hotel. The conference brought together policymakers, academics, industry leaders, and experts to exchange views on advancing international collaboration in artificial intelligence governance and development.
Discussions were organised around three thematic tracks: (1) Positioning Hong Kong as an AI Governance Hub, (2) AI Safety, Alignment, and Regulation across National Boundaries, and (3) The Role of Higher Education Institutions in Facilitating Global AI Cooperation. Participants explored opportunities for Hong Kong to contribute to global AI governance, examined approaches to strengthening cross-border coordination on AI safety and regulatory frameworks, and highlighted the role of universities in fostering research partnerships, talent development, and international knowledge exchange.
The key findings and recommendations emerging from the discussions provide valuable insights for shaping future initiatives and next steps following the conference. In particular, they offer practical considerations for strengthening Hong Kong’s role as a convening platform for global AI dialogue, advancing international cooperation on AI governance, and leveraging higher education institutions as key enablers of responsible AI innovation and collaboration.
